African Union Adopts Luanda Action Plan for Conflict Prevention

African Union leaders adopted the Luanda Action Plan, its implementation matrix and an accompanying decision at the 21st Extraordinary Session in Luanda on Sunday. The framework prioritizes early-warning systems and preventive diplomacy, and leaders also considered an African Union Trigger Model designed to turn warnings into action. Ghanaian President John Mahama called for clear responsibilities, realistic timelines, measurable indicators and credible financing. African Union Commission Chair Mahmoud Ali Youssouf urged stronger execution of union decisions, sustainable financing for peace operations and a fully operational Peace Fund.
