الحج علي حسن خليل شكله لجأ للبلطجة والضغط ليجبر قصر سرسق يغيّر روايته الأولى. بالأول، القصر قال إنو حفل الزفاف انلغى بالاتفاق بين الطرفين، وانحكى إنو الإلغاء صار بطلب من نبيه بري. بعدها تغيّرت الرواية: القصر «عِلِم» إنو الحفل كان ملغى من زمان. يعني لغوا الحفل وما حدا فكّر يخبّر القصر اللي كان مفروض ينعمل فيه! 🤣 وبعدين صارت الرواية إنو العرس أصلاً صار من كم يوم ببيت العروس.
Just a small detail that caught my attention. Ali Hassan Khalil is under OFAC sanctions. Of course, those sanctions do not automatically extend to his family, but banks are generally quite cautious when dealing with the immediate relatives of a sanctioned person. So I was a little surprised to see a Bank Audi account on his son’s wedding invitation, intended to receive cash gifts from the guests. There is obviously no proof of anything improper here. But it immediately made me think of all our discussions with Compliance at I&C Bank and FFA Private Bank. Maybe our compliance people are simply a little too cautious after all. 😄
الخطة: تجريد حزب الله من سلاحه و كفى تفلسف و تنظير
منذ ثلاث سنوات، فائض الموازنة يستعمل لاعادة الودائع وفقاً للمراحل التالية: أولًا، تقلّل الدولة عمدًا من تقدير إيراداتها في الموازنة. وعمليًا، تكون الإيرادات المحصّلة فعليًا أعلى من المبالغ المدرجة في الموازنة، ما يؤدي إلى نشوء فائض في الموازنة. ثانيًا، يُودَع هذا الفائض في حساب الدولة لدى مصرف لبنان. وبذلك تُسحَب الليرات اللبنانية المقابلة من التداول؛ أي يجري «تعقيمها»، بمعنى أنها لا تعود متاحة ضمن الكتلة النقدية لتمويل نفقات جديدة أو لزيادة الطلب على العملات الأجنبية. ويؤدي هذا التعقيم إلى توفير هامش للتدخل النقدي. إذ يمكن لاحقًا إعادة ضخّ الليرات اللبنانية التي سُحبت من التداول بصورة مضبوطة، بهدف شراء الدولارات. وتُستخدم هذه الدولارات لتمويل سداد جزء من الودائع المصرفية، ولا سيما الودائع المشمولة بالتعميمين 158 و166. ويمكن تلخيص الآلية على النحو الآتي: 1.تتجاوز إيرادات الدولة التقديرات الواردة في الموازنة. 2.يُوضَع الفائض في حساب الدولة لدى مصرف لبنان. 3.تُسحَب الليرات اللبنانية المقابلة من الكتلة النقدية. 4.يمكن لاحقًا إعادة ضخّ هذه الليرات لشراء الدولارات. 5.تُستخدم هذه الدولارات لسداد بعض الودائع. بعبارة أخرى، تساهم الدولة منذ عدة سنوات في سداد الودائع، حتى لو لم تُقدَّم هذه المساهمة دائمًا بهذه الصيغة. أما التحدي الحقيقي الآن، فيتمثل في تحديد كيفية إزالة الذمم المستحقة على الدولة من ميزانية مصرف لبنان. والحل يكمن في مقاصّتها مع ديون الدولة المستحقة لمصرف لبنان.
أتفق مع فؤاد أبو ناضر بأن لبنان لا يستطيع أن ينتظر تسليم حزب الله سلاحه كي يبدأ بالنهوض. يجب أن نسير في مسارين متوازيين: معالجة مسألة السلاح والسيادة من جهة، والعمل فوراً على إنقاذ البلد اقتصادياً واجتماعياً من جهة أخرى. وهذا الأمر يشكّل إلحاحاً خاصاً لدى المسيحيين الذين يعانون من هجرة متسارعة، لكنه في الحقيقة يطال شباب جميع الطوائف الذين يغادرون لبنان بحثاً عن مستقبل في الخارج. وأتفق معه أيضاً على غياب الرؤية لدى القيادات المسيحية، ولكن ليس تماماً بالمعنى الذي يقصده. التنمية الاقتصادية، الكهرباء، البنى التحتية، النمو وخلق فرص العمل ليست مسؤولية القيادات المسيحية وحدها، بل هي في صلب مسؤولية الدولة. وهنا تحديداً يجب توجيه اللوم: منذ سبع سنوات والبلد يغرق، والدولة عاجزة عن إطلاق مسار جدي للنهوض. لا يمكن أن نبقى ننتظر حلّ كل الأزمات السياسية والسيادية قبل أن نبدأ ببناء اقتصاد ودولة قادرة على إبقاء شبابها في لبنان.
Talking about “maintaining the moral high ground” makes little sense in this particular case. The real moral imperative is to put an end to a situation in which Lebanon and its people are sacrificed to Iran’s strategic interests through an armed organization that unilaterally decides matters of war and peace. If one consequence of this war is that Iran’s grip on Lebanon through Hezbollah may finally be broken, whether that is achieved by Israel or by the devil himself does not change that reality. Of course there are deaths, injuries and destruction, and no one should rejoice in them. But surely it has not escaped your attention that neither Iran nor Hezbollah seems willing to draw the obvious conclusion. They continue a devastating war they know they cannot win, while placing weapons depots, fighters and tunnel entrances among civilian homes, further exposing the population to the consequences. Would “maintaining the moral high ground” during the Second World War have meant refusing to fight Nazi Germany to defeat because continuing the war inflicted horrific civilian casualties? An army and population indoctrinated by the regime continued fighting to the bitter end, leading the Allies to destroy entire cities at the cost of tens of thousands of lives. That tragedy did not mean Hitler should have been allowed to prevail. One can condemn the deaths and destruction, insist on the protection of civilians, and at the same time believe that ending Iran and Hezbollah’s military grip on Lebanon is both a moral and a national imperative. There is no contradiction between the two.

Chronique d’une invasion douce : Il y a six ans, sans raison précise, j’ai été attiré vers Paros comme par un aimant, sans même la connaître. Depuis, deux mois par an, corps et âme. Et je ne suis pas le seul contaminé : je vois chaque été un peu plus d’accents beyrouthins débarquer du ferry à Parikia. Ce n’est pas la première fois que le Liban s’intéresse à Paros. Il y a 2600 ans, les Phéniciens y commerçaient déjà et colonisaient l’île voisine d’Oliaros — “colonie de Sidon”, selon Héraclide le Critique. Ils venaient chercher le marbre parien, celui-là même qui a servi à sculpter les sarcophages phéniciens aujourd’hui exposés au sous-sol du Musée national de Beyrouth ; leurs descendants aujourd’hui, un poulpe grillé et un verre d’assyrtiko blanc de Paros à la main. Si dans quelques années Santa Maria et Ampelas comptent plus de villas libanaises que de tavernes grecques, on saura qu’on a assisté, sans effusion de sang, à la deuxième recolonisation phénicienne de l’île.
Mettre le mot « martyr » entre guillemets, c’était infliger une blessure inutile à une société encore profondément marquée par les traumatismes de la guerre civile. Ne pas s’en excuser, puis justifier ce choix au nom du respect scrupuleux de la langue française, donne malheureusement le sentiment que le choix était délibéré. Et l’argument linguistique devient difficilement défendable lorsque, dans la même réponse, on emploie une expression aussi triviale et irrespectueuse que « de tous poils ». Il aurait été tellement plus simple de reconnaître l’erreur et de présenter des excuses plutôt que de chercher des justifications alambiquées. Cela ne change en rien mon jugement sur L’Orient-Le Jour. Je connais la clarté et la constance de sa ligne face au Hezbollah et à l’influence iranienne. Il reste, à mes yeux, le média libanais le plus libre, le plus indépendant et le moins soumis aux puissances de l’argent et de la politique. C’est précisément parce qu’on lui accorde cette confiance qu’on est en droit d’attendre davantage de lui.
Funny, this was exactly what we were discussing over dinner last night. Among Lebanon’s privileged bourgeois youth, you probably need to multiply that budget by at least five. First, because expectations are much higher when it comes to clothes and travel. Second, because weddings are often held abroad, so you have to add the cost of travel and accommodation for the wedding itself. And I’m not even talking about the nouveau riche, where extravagance often takes these budgets into a completely different league. In my time, weddings were more like cocktail dinners where the parents mainly invited their friends, acquaintances, and business contacts. The young people came second, and there was a lot less partying. But then again, Instagram didn’t exist back then. 😄

نواف سلام كسب قلوب اللبنانيين بمواقفه الوطنية الصلبة والشجاعة. لذلك مش مفهوم ليش يعرّض اليوم المصداقية يلّي بناها للدفاع عن مواقف بعض وزرائه، خصوصاً إنّ هالمواقف بتتناقض مع توجّهاته هو نفسه. كمان، التبريرات يلّي أعطاها لغياب وزير الخارجية عن الزيارات الرسمية ما بتتوافق لا مع الدستور اللبناني، ولا مع أهمية وحساسية القضايا السياسية المطروحة. كانت سقطة غير موفّقة، ومنتمنى ما تتكرّر.

On ne peut malheureusement pas en dire autant de cet article. Confondre Tarek Mitri avec le ministre de la Justice n’est pas un simple détail : une erreur aussi élémentaire révèle une connaissance pour le moins approximative de la politique libanaise et invite à s’interroger sur la rigueur avec laquelle le reste de l’analyse a été construit. يبدو أن ما تقوله بولا يعقوبيان صحيح، وعلى جميع القوى السياسية والدول (نأمل أن تكون فرنسا قد تخلّت عن أفكارها العبثية التي تبنّتها خلال عامَي 2022 و2023) التي دعمت انتخاب جوزاف عون أن تتصدّى لهذا المسار. اللبنانيون يريدون الإصلاح ووضع حدّ للفساد، وحسماً نهائياً لعلاقة المسايرة والغزل بين الدولة وحزب الله. باختصار، لا يريدون عودة «الدولة العميقة» التي يبدو أن نجيب ميقاتي هو مرشّحها المفضّل.

The only stupid thing is believing that Hamas supporters are somehow “progressive”, just like the self-proclaimed progressives who support Hezbollah, as you do. Ask the communists and left-wing activists who helped Khomeini come to power in Iran what they think of that alliance. Oh, sorry. I forgot. They aren’t around to answer you. They were executed by the Mullahs’ regime.
هناك شعور متزايد بأن كلفة المعيشة في بيروت باتت أعلى حتى من جنيف، إحدى أغلى مدن العالم. قد يكون ذلك انطباعاً لا يستند بعد إلى دراسة علمية، لكنه يستحق اهتمام الحكومة. المطلوب دراسة تقارن، بنداً بنداً، أسعار سلة استهلاك الأسرة وتطورها، والأهم تحليل أسباب الغلاء: الضرائب والرسوم، كلفة الاستيراد والطاقة، الاحتكارات وضعف المنافسة، وغياب نظام مصرفي فعّال. المشكلة لا تُعالج بالشعارات، بل بالأرقام وتشخيص الأسباب ثم معالجتها.
UNIFIL in South Lebanon: the money it brings into our economy is real. But set that aside for a moment and judge its record coldly. Since 2006, the objective was clear: a zone between the Litani River and the Israeli border free of Hezbollah weapons and armed presence. Twenty years later, the result speaks for itself: weapons depots, military infrastructure and tunnels spread across the South, including in civilian areas. A mandate that consistently fails to produce the result it was created to achieve eventually becomes little more than diplomatic fiction. The problem is structural, not accidental. UNIFIL has neither the mandate nor the coercive power to impose disarmament on Hezbollah. Whenever peacekeepers attempt to inspect a sensitive site, the so-called “ahali” appear—locals supposedly acting spontaneously, but in practice serving as a remarkably effective mechanism for preventing verification and restricting access. Then there is the failure of the Lebanese state itself. The Lebanese Army is supposed to be UNIFIL’s partner on the ground, yet commitments have repeatedly gone unfulfilled, access has been obstructed, and the state has tolerated Hezbollah maintaining a parallel military infrastructure in precisely the area that was supposed to be under its exclusive authority. The result is a South that was supposed to be free of Hezbollah’s military presence but instead became deeply militarised. Keeping UNIFIL indefinitely also allows the Lebanese state to remain comfortable outsourcing to the UN a responsibility it refuses to assume itself. Perhaps ending the mission would finally force Lebanon to take responsibility for its own border, establish the state’s exclusive authority in the South, and negotiate directly with Israel rather than hiding behind a force everyone privately knows cannot prevent Hezbollah from acting according to Iran’s strategic agenda. The consequences of that failure are now before us.
