Housing Ministry Publishes Rental-Market Strategy With Universal Reporting Proposal

Israel's Construction and Housing Ministry published a national rental-market strategy calling for mandatory reporting of every residential lease, including rents below the NIS 5,654 monthly tax-exemption threshold. The ministry estimates that about 890,000 rental homes house roughly 2.5 million people in an annual market worth nearly NIS 50 billion. The plan proposes a dedicated coordinating unit, administrative complaints and fines, long-term rental land designations, financing and tax incentives, and rental units in urban-renewal projects. Measures outside existing ministry authority would require cabinet approval or legislation, including possible changes in the next Arrangements Law.
