CIA Director John Ratcliffe made an unannounced visit to Moscow on Tuesday and met Russian intelligence officials, according to reports confirmed by Kremlin spokesman Dmitry Peskov. Peskov said Ratcliffe did not meet President Vladimir Putin, but Putin was briefed on the talks; neither side disclosed the agenda, participants or outcome. U.S. officials said Washington notified Ukraine that a senior delegation would travel to Moscow and asked Kyiv to suspend strikes until it departed. Flight tracking showed a U.S. Air Force C-17 arriving at Vnukovo around 10:04 a.m. Moscow time and leaving at 6:50 p.m.
