Brazil Expands Rural Debt Refinancing for Climate-Hit Farmers

Brazil’s National Monetary Council expanded access to rural-debt refinancing for farmers, ranchers and agricultural cooperatives whose repayment capacity was harmed by climate events or other exceptional conditions. The decision covers otherwise eligible debts excluded from Resolution 5.330 because renegotiations were not formalized within operational deadlines, including specified obligations that became delinquent during the extension period. New contracts may be signed through November 12, subject to fresh credit-risk and collateral assessments by banks. Constitutional funds may cover eligible Pronaf, Pronamp and other rural-credit operations, while institutions may also use unrestricted resources after allocated funds are exhausted.
