Missouri Supreme Court Blocks 2025 Congressional Map and Orders November Referendum

Missouri’s Supreme Court unanimously ordered Secretary of State Denny Hoskins to place referendum petition 2026-R004 on the November 3 ballot, reversing a lower court. The court said organizers’ more than 300,000 signatures suspended HB 1 before it took effect, so the 2025 congressional map “is not the law and has never been the law.” Missouri must therefore use its 2022 map for November unless another court intervenes. The disputed plan sought to shift the state’s U.S. House delegation from six Republicans and two Democrats to a likely seven Republicans and one Democrat. Attorney General Catherine Hanaway said the state would seek U.S. Supreme Court relief.
