Iran Uses Migrant Routes to Place Operatives in Britain

Unnamed Iranian officials and people smugglers said Tehran uses migrant-smuggling routes across Europe to move covert operatives into Britain. One official said people were already in London awaiting instructions and claimed Iran could make the city unsafe without using missiles; another said operatives could target the prime minister's residence.
