Colombia Orders Police Protocol for Violence at Public Universities

Colombian President Abelardo de la Espriella ordered the government to create a nationwide protocol governing police action at public universities. He said the framework would distinguish peaceful protest, which he said remains protected under the Constitution and law, from violence, flagrancy, danger or extraordinary disruptions of public order. Under the announced approach, police would be the first operational authority and could enter campuses when authorities allege violent or terrorist acts are being prepared or committed. De la Espriella said university autonomy does not supersede public order, and operational details are expected during the week.
