Ukraine’s military intelligence directorate said on October 2 that Russian special services had been tasked with increasing activity in European Union and NATO countries to undermine support for Ukraine and weaken the alliance. It said Moscow planned to use agents recruited by Russia’s military intelligence service and Federal Security Service for operations that could include sabotage. The directorate identified military facilities, critical infrastructure and communications systems as potential targets, including Starlink satellite internet receiving stations in European countries. It said it had warned its partners about the plans.
