Gaza Roadmap Links Hamas Arms Storage to Phased IDF Withdrawal

Newly published text of the Gaza roadmap says Hamas and other factions would transfer civilian governance and security functions to the National Committee for the Administration of Gaza. Heavy weapons, arms-production sites, depots and tunnels would be decommissioned and stored under the committee's authority, with no weapons handed to Israel or non-Palestinian parties. An international committee would verify each phase as an international force separates Israeli troops from committee-controlled areas. An Israeli diplomatic source said the IDF would not withdraw from its current line without Hamas's real disarmament, while the roadmap links phased withdrawal to verified decommissioning.
