The ballot would have asked members to grant the party chairman personal reserved positions and approve the primary regulations. Petitioners from the Social Forum alongside the National Histadrut argued that a competing proposal approved by Likud's Constitution Committee had been omitted and sought to stop voting until it was also presented. The cancellation left the Katz-Netanyahu framework without the Central Committee vote scheduled for July 16, while the legal dispute over the competing ballot proposal remained unresolved.
