DNC Sues Pentagon Over Changes to Overseas Voter Form

Courtroom-sketch editorial illustration of an oblique aerial view of the Pentagon and its green central courtyard, with roads, parking areas, river and airport beyond, based on an archival May 2021 photograph; institutional context rather than a depiction of the October 2026 lawsuit or a court hearing, rendered in warm ochre and slate-blue pastel strokes.

The Democratic National Committee filed a federal lawsuit in Washington on October 1 against the Pentagon and the Office of Management and Budget over changes to the Federal Post Card Application. The August revision removed a checkbox for U.S. citizens abroad who have never lived in the country. The DNC alleges that officials bypassed required public participation and violated the Administrative Procedure Act. It asks the court to halt the revised form and restore the January 2023 version and associated guidance. The Pentagon’s emergency request said the revisions would eliminate voter confusion and ensure compliance with federal law; OMB approved changes on August 28.
