Russian President Vladimir Putin said Russia was ready to resume arms-control dialogue with the United States as soon as tomorrow if the current U.S. administration wanted it. He made the conditional offer during questions at the Valdai Discussion Club’s annual meeting in Moscow on October 1. Responding to a question about reducing nuclear risks, Putin said Moscow had received signals of renewed American interest. He also said Russia continued to propose discussions but had received no answer. Putin said deterrence mechanisms and agreements were necessary.
