State-building is not complete with the date of its founding, but with its ability to protect its sovereignty, preserve its institutions, and deliver justice to its citizens. The Iraq we want is a state that is strong through its institutions, independent in its decisions, balanced in its relations, and confident in its people and future. Iraq first, and the state above everyone.
