Attorney General Instructs Caretaker Government to Exercise Restraint

Attorney General Gali Baharav-Miara informed ministers Friday that the Knesset's election recess formally makes the cabinet a caretaker government. She said its authority continues, but decisions without special necessity or urgency must reflect the restraint required during an election period. Ministers and other government authorities were instructed to consult their ministries' legal advisers before significant non-routine decisions, while every proposal for the cabinet or a ministerial committee must include a legal opinion addressing the restrictions. Detailed guidance will follow on appointments, support payments, secondary legislation and international engagements.
