The State Department sent Congress two notifications dated July 30 committing more than $206 million to the proposed International Stabilization Force in Gaza, the first concrete American spending on the force. The larger covers $200 million for equipment, infrastructure, vehicles and operational costs; a second worth about $6.3 million repurposes nine armored personnel carriers once destined for Nepal, with Albania and Kosovo the initial recipients. One notification says the force will lead security operations, support comprehensive demilitarization and enable aid delivery, its final composition still under negotiation. Prime Minister Benjamin Netanyahu rejected the plan's sequencing this month, insisting Israel will not pull back until Hamas is completely disarmed.
