A budget dispute has frozen procurement of new F-35 and F-15 squadrons, aircraft munitions, combat helicopters and space programs approved under Israel's NIS 350 billion multi-year force buildup. NIS 12 billion approved for transfer was never executed, a further NIS 3 billion has not followed, and a remaining gap of about NIS 25 billion was pushed to October or November. The Finance Ministry is demanding the prime minister raise the numerator fiscal control mechanism after the deficit widened. The military warns that without a signature within two weeks, slots on production lines could pass to other countries, and the Knesset's approaching recess could extend the delay.
