APEC Finance Ministers Endorse Digital Infrastructure Financing Policy in Hong Kong

APEC finance ministers endorsed a voluntary, non-binding digital infrastructure financing policy as their meeting concluded in Hong Kong on October 21. The policy calls for governments, private investors and multilateral development banks to work together to mobilize investment and improve cross-border digital connectivity. It encourages predictable regulation and streamlined approvals, alongside project preparation facilities, first-loss guarantees and risk-sharing arrangements. Private investors are encouraged to use financial leasing and asset securitization, while development banks can help prepare viable projects, assess risks and attract private capital.
