I congratulate President Mahmoud Abbas and welcome his decision to call for comprehensive Palestinian legislative elections on November 28, followed by presidential elections in the first quarter of next year. I have repeatedly called for the need to resume the Palestinian democratic process after an interruption lasting about twenty years, because this represents a national necessity and an indispensable political step. Holding the Palestinian legislative elections represents the real beginning of a new political and national awakening. It strengthens the steadfastness of the Palestinian people, renews the legitimacy of its institutions, and opens horizons for exercising its inherent right to self-determination and moving toward establishing its independent state. The international community, represented by the United Nations, the Arab League, the United States, the Israeli occupying authority, global civil-society organizations, and all concerned parties, bears a great responsibility to work to provide all the political, legal, and security guarantees necessary for elections to be held freely and fairly in all Palestinian constituencies, including East Jerusalem, as an integral part of the occupied Palestinian land, without any obstacles or exceptions. The success of these elections represents an important step toward strengthening Palestinian national unity, rebuilding institutions on democratic foundations, and strengthening the Palestinian position in confronting the serious challenges of the present, in a way that serves the Palestinian cause and enhances the prospects for achieving peace based on ending the occupation and establishing an independent Palestinian state.
