Knesset Approves Disability Emergency-Access Rules
The Knesset Labor and Welfare Committee approved Defense Ministry regulations today that make emergency services for Israelis with disabilities a formal state obligation. The rules require new public protected spaces to be accessible, require emergency instructions and warning signals to reach people with disabilities on equal terms, and include personal alert devices for people with hearing disabilities. They also set standards for evacuation, transportation, lodging and access to water, food and essential services during emergencies. Committee chair MK Michal Woldiger said the message to people with disabilities is that they are part of Israeli society, valued and equal, a needed civil-defense step after years of wartime gaps.
