Syria Says Lebanon Handed Over Assad-Era General Adel Issa to Face Torture Charges

Syria's Interior Ministry said Lebanon handed over Maj. Gen. Adel Issa, the first Assad-era officer transferred to Damascus since the regime fell in December 2024, and that he will stand trial for intentional killing, torture resulting in death, and acts aimed at inciting civil war and sectarian strife. The ministry said Issa commanded the army's 17th Division and led ground forces in Deir el-Zour until 2016, and it released a photograph of him in a prison uniform. Lebanese judicial authorities decided Tuesday to deliver him under a 1951 bilateral agreement. Issa was detained on Aug. 8 at the Syrian Embassy in Beirut, having crossed illegally into Lebanon.
