Trump Declares National Emergency Over Foreign Risks to U.S. Bulk-Power System

President Donald Trump declared a national emergency over foreign threats to the U.S. bulk-power system in Executive Order 14420, signed August 26. The order bars future acquisition, import, transfer or installation of specified equipment when the energy secretary finds covered foreign involvement creates unacceptable sabotage, remote-access, supply or national-security risks. It covers transmission systems rated 69 kilovolts or higher, including transformers, batteries, generators, relays and control systems, while excluding local distribution. Implementing rules are due within 120 days, and federal procurement recommendations prioritizing U.S.-made energy infrastructure are due within 180 days.
