Alma Report Maps Qatar’s $25.9 Billion Expansion Across Syria and Lebanon

Alma Research and Education Center published a mapping of Qatar’s economic, strategic and political activity in Syria and Lebanon from January 2024 through August 2026. The report identifies roughly 40 agreements worth a combined $25.9 billion, including two Syrian infrastructure agreements valued at about $11 billion. It says Doha’s activity also extends into Lebanon and includes engagement involving the Lebanese Armed Forces. Alma presents the projects as part of a broader effort by Qatar to build influence through investment, reconstruction and political ties across both countries.
