California Requires Permission for Most Out-of-State Military Deployments

California Governor Gavin Newsom signed SB 1354 in Los Angeles on September 19, restricting most out-of-state military deployments into California. The law requires the governor’s permission before military personnel from another state, territory or district enter California, or cause anything to enter the state, to perform military duty or law-enforcement functions for another state. It exempts personnel in federal Title 10 service under the president or defense secretary, pre-2027 military compacts, and educational courses or training exercises. Newsom may delegate permission authority to California’s adjutant general; Senator Bob Archuleta introduced the measure.
