UK Announces Independent Review Into Henry Nowak’s Murder

Home Secretary Shabana Mahmood announced a two-part independent review into the murder of Henry Nowak, an 18-year-old University of Southampton student killed on 3 December 2025. Former lord chancellor Alex Chalk KC will examine whether agencies missed opportunities to prevent the killing and how public services treated Nowak’s family. The first phase will consider information sharing and risk management, with a report expected by March 2027. A second phase will follow the Independent Office for Police Conduct’s investigation. The review cannot determine criminal or civil liability or revisit sentencing decisions.
