[9/8, 9:53 AM] Mohammadi Faridullah: Saudi Arabia’s Delta Energy International Company signed a $200 million contract with the Ministry of Mines and Petroleum to explore and extract oil and gas in Kashk–Tirpul in Herat. The company said that, if the first investment round is successful, it will expand its investments in Afghanistan’s oil sector to as much as $60 billion. Under this plan, the company’s proposed projects will include the exploration and development of oil and gas resources, the use of natural gas, and the creation of gas transmission infrastructure. The investment in the first phase was stated to be $200 million, and the contract term is 25 years. In a statement, the company said it had envisaged a potential investment program worth nearly $60 billion to develop Afghanistan’s energy sector over a ten-year period; the investment is conditional on the results of exploration, technical and economic studies, securing financing, obtaining the necessary permits, and a final investment decision. Shaher al-Taqi, the chief executive of Delta International, said: "I want to thank everyone who has worked with us on this project. This is what real partnership between partners is, and I reaffirm that our policy is a policy of \"shared win.\"" The Kashk–Tirpul oil and gas basin covers nearly 22,000 square kilometers and includes seven blocks of the Tirpul oil field located in Herat and Badghis provinces. The Minister of Mines and Petroleum described the signing of the contract as an important step toward Afghanistan’s self-sufficiency, especially in the gas sector. Hedayatullah Badri, the Minister of Mines and Petroleum of the Islamic Emirate of Afghanistan, said. Meanwhile, Zalmay Khalilzad, the former U.S. special envoy for peace in Afghanistan, regarded the signing of the contract as a sign of Afghanistan’s readiness to attract major investments in natural resources, especially gas.
