A source familiar with the talks said the U.S.-controlled Board of Peace is weighing a framework under which Hamas surrenders its weapons all at once, replacing an approved roadmap that divides the 47 percent of Gaza under Hamas control into five sectors demilitarized in turn. Under that plan the IDF pulls back from the Yellow Line to a Red Line as each sector is verified. Prime Minister Benjamin Netanyahu has rejected the sequencing, insisting Israel will withdraw only after Hamas is completely disarmed. The wholesale option would require a pullback to Gaza's perimeter and Hamas's approval. A second official said the dispute went unresolved at Monday's Jerusalem meeting with Jared Kushner.
