Haredi Draft-Arrest Freeze Text Sets Study and Inspection Tests

The full temporary-order text for the Haredi draft-arrest freeze was published ahead of Foreign Affairs and Defense Committee votes, setting the mechanics for a limited enforcement pause. The bill would freeze arrest, investigation and enforcement steps for draft-eligible full-time yeshiva students who declare qualifying Torah study since July 1, 2023, with 45 weekly hours for unmarried students and 40 for married kollel students, plus no outside work. It requires student and yeshiva-head affidavits, monthly reporting to the military by the 14th, IDF review committees and quarterly inspections. The debate comes as the IDF says it faces a manpower shortage and needs thousands of additional recruits.
