U.S. Sets West Bank Governance Test Before Any PA Role in Gaza

A senior U.S. official said the Palestinian Authority must first carry out reforms and show it can govern the West Bank before Washington would consider it for a role in Gaza. The official said the PA has been ineffective in the West Bank and Hamas much worse in Gaza, while noting a liaison office connects the PA with the Board of Peace. The postwar plan initially uses a separate technocratic Palestinian administration, alongside Hamas's phased disarmament, an international stabilization force and new Palestinian police. Israel has not publicly accepted the latest implementation arrangement.
