Two Iranian Revolutionary Guards officials said Tehran used the latest ceasefire to build a phased plan for renewed U.S. attacks, seeking to raise the war's costs until Washington loses the will to continue. Senior Quds Force commanders held remote conferences with Hezbollah, Houthi and Iraqi militia commanders, while advisers also worked alongside those forces. The officials said the plan aims to threaten U.S. allies and global markets through coordinated but independently operating fronts. The investigation also found Revolutionary Guards commanders serving directly on Hezbollah's leadership council, deepening the Iranian regime's role after Israeli operations severely weakened the terrorist organization.
