Energy Ministry Backs Shapir's Bid for Control of Ashdod Refinery

A newly disclosed Energy Ministry position paper backs Shapir's proposed acquisition of control of Ashdod Refinery and seeks a renewed Concentration Committee discussion. Director-general Yossi Dayan submitted the paper to the Government Companies Authority, arguing that a controlling strategic investor is needed for effective management, development financing and continuity of energy supplies. The committee's July 30 majority recommendation opposed the deal over economy-wide concentration and Shapir's potential bargaining power with the state. Shapir already holds 10% of the refinery and has an option to reach 65% through 2028; the proposed control acquisition remains unapproved.
