Tel Aviv Plans NOize Sound-Camera Rollout at 11 Sites in Early 2027
Tel Aviv-Yafo plans to deploy Israeli startup NOize’s sound-camera system at 11 locations, with enforcement scheduled to begin in the first quarter of 2027. The rollout combines microphones and video to identify vehicles sounding their horns unnecessarily. NOize won the municipality’s installation and operation tender last month. The microphones locate a horn’s sound, and the platform compares that sound map with video to identify the vehicle. The resulting evidence goes to a municipal inspector, who reviews the circumstances and decides whether to issue a ticket. Tickets are addressed to the vehicle’s registered owner. The planned locations include the Bograshov–Tchernichovsky intersection and the Rabin Square area. For privately owned vehicles, fines are set at NIS 250 for a first offense and NIS 500 for a repeat offense. For company-owned vehicles, the corresponding amounts are NIS 500 and NIS 1,000. The municipality selected sites using environmental-authority consultation, resident and pedestrian numbers, road importance and public complaints. Meital Lehavi, Tel Aviv’s deputy mayor responsible for transport and road safety, said: “The horn is a safety device, not a tool for expressing emotions…” The municipality amended its bylaw in 2024. Horn use remains permitted when immediately necessary to prevent danger; inspectors will assess the recorded circumstances before imposing a fine.
