The panel ruled that party chairman Benjamin Netanyahu may select Katz for one of eight reserved slots before the primaries, without waiting for their results. Netanyahu had announced plans to seek approval for reserved places for Haim Katz, Defense Minister Israel Katz and Foreign Minister Gideon Sa'ar.
