UNRWA Reform Report Finds Violent-Speech Failures
A new IMPACT-se analysis, picked up in current July 6 reporting, says UNRWA has not meaningfully implemented the Colonna Report reforms on educational neutrality, violent speech and antisemitism. The report reviewed UNRWA progress updates, funding requests, statements and teaching materials from April 2024 to May 2026, and says the agency lowered completion thresholds through a Minimum Viable Product method while continuing to expose pupils to problematic materials. The same findings include donor-funding concerns and textbook examples that glorify violence. Israel and donors should replace performative UNRWA compliance with transparent Gaza aid and education systems that do not incubate Hamas-aligned incitement.
