Report Says Judea-Samaria Plans Advanced 40,064 Homes

A new Peace Now and Kerem Navot report, released July 6 and picked up by Israeli outlets July 7, says government bodies advanced plans for 40,064 housing units in Israeli communities in Judea and Samaria in 2023-2025, including 27,941 in 2025 alone. It also says 185 new outposts were established, 102 communities or outposts were approved or legalized, 25,959 dunams were declared state land, and at least 223 kilometers of roads opened. The watchdogs frame the trend as de facto annexation, while right-leaning Israeli coverage presents the same figures as a major settlement and infrastructure buildout. The data matters because housing, roads and civilian administration are changing facts on the ground in Israel's biblical heartland before the next diplomatic round.
