Results from the 11th Discounted Apartment lottery show that 4,734 active reservists won first-home purchase rights, about 60% of all winners. Housing and Construction Ministry data show 25,394 reservists registered, giving them a success rate of nearly one in five. The draw allocated 7,922 homes across 19 communities after 114,848 eligible households made about 1.7 million city-level registrations. The lottery was the first to apply the From Reserves to a Key program, reserving about half the units for active reservists and about half of that quota for combat troops.
