Democrats chairman Yair Golan presented a plan in Nazareth on Monday to combat organized crime in Arab communities, pledging a national emergency declaration and a NIS 1 billion annual budget if his party joins or leads the next government. The proposal would create a task force uniting law-enforcement agencies and special courts for serious crime, with a target of moving cases from arrest to prison within nine months. It also calls for cutting crime groups off from funding and public tenders. A cross-ministry Team 49 would coordinate education, welfare, enforcement and rehabilitation for at-risk youth.
