Kushner Warns Al-Hayya After Intelligence Flags Hamas Disarmament Evasion

Intelligence presented to U.S. officials and the Board of Peace indicated that Hamas elements planned to evade complete disarmament, according to officials briefed on the talks. Jared Kushner demanded that Khalil al-Hayya commit before mediators to surrender weapons, halt rearmament and demilitarize Gaza. Two participants said Kushner warned that implementation would be the test and that deception would end the process. Hamas leaders reportedly pledged to implement all 20 points of the plan, while officials said noncompliance would leave Israel free to act against the threat.
