October Council Warns Pre-October 7 Containment Mentality Persists

The October Council released a report listing seven warning signs it says show weaknesses remain in Israel's security readiness nearly three years after the October 7 attack. The council said researchers reviewed official documents, military inquiries and oversight reports and interviewed commanders, soldiers and border-community security officials. It argued that the assumption Hamas could be contained has changed form rather than disappeared, while alleging manpower strain and continued Hamas rearmament. The report called for an independent state commission of inquiry covering the political echelon, security establishment, intelligence, force-building, budgets and institutional coordination.
