U.S. House Passes Bill Targeting University Boycotts of Israel

The U.S. House passed H.R. 4795, the Protect Economic and Academic Freedom Act of 2026, by 237-169 on Thursday. The measure would require colleges participating in specified federal programs to certify that they do not engage in nonexpressive commercial boycotts of Israel without a valid business reason. Title VI recipients would also certify annually that students and faculty can join conferences, exchanges, study-abroad programs, joint research and other academic programs involving Israel on the same terms as programs involving other countries. The bill, authored by Representatives Virginia Foxx and Josh Gottheimer, now goes to the Senate.
