Local Committees Issued Record 84,429 Housing Permits as Completions Fell 10%

Israel’s local planning committees issued permits for 84,429 new housing units in 2025, up 11.5% from 75,691 a year earlier, according to the Planning Administration’s annual report. Completion certificates fell 10% to 42,696 units from 47,415, reflecting a separate project stage rather than the same homes permitted during the year. Jerusalem led permit volume with 8,444 units, while Tel Aviv-Yafo led completion certificates with 5,684. The report also found that only 68% of committees met the legal minimum of 12 meetings and just 45% distributed decision files within the required three days.
