Every young man and young woman will be able to choose fields of experience according to their abilities and aspirations—from industry and innovation, through academia and agriculture, to community work, vocational training, or a job that will allow them to gain experience and also save a little money before enlistment. I am not proposing to move up their military service. I am proposing to turn the year before it into a year that will truly prepare them for adult life.
