The Board of Peace will launch a pilot in the coming weeks for humanitarian shelters in Gaza areas outside Hamas control, beginning in Tel Sultan near Rafah. Unarmed civilians with no Hamas affiliation would receive food and medical aid, multinational forces would be based at Camp Amitai near the Strip, and the IDF would keep and deepen control beyond the yellow line. White House and Board materials frame the Board as the implementation body for Trump's Gaza plan, and earlier reporting made Hamas disarmament the gate to reconstruction and technocratic rule. The proposal tests a strategic Israeli principle: separate civilians from Hamas while maintaining IDF pressure until the terror army loses weapons, territory and population control.
