Cyprus meetings with NCAG members, Peace Council advisers, Nickolay Mladenov and Tony Blair moved from general principles to concrete timelines for Gaza's yellow-zone track. Participants decided to keep planning even without immediate Hamas disarmament, with land and infrastructure work targeted for three to six months and Tel al-Sultan expected as the first site for tens of thousands before wider temporary communities. Security would come from Egyptian-trained Palestinian police, an international stabilization force and an IDF outer perimeter; heavy permanent reconstruction would stay barred while Hamas remains armed. Israel should test civilian relief only by whether it strips Hamas of territory, money, aid and population control.
