High Court to Hear Challenge to Israel’s UNRWA Restrictions on Monday

Israel’s High Court of Justice is scheduled to hear a petition Monday against laws restricting UNRWA operations, before Justices Ofer Grosskopf, Gila Canfy-Steinitz and Yechiel Kasher. Ten Palestinian residents, Adalah and Gisha are challenging two October 2024 laws and a December 2025 amendment that expanded enforcement powers over UNRWA-linked property and utilities. The state says the petitioners have not shown a broad collapse of services and cites alternative education and humanitarian arrangements. Israel enacted the restrictions after alleging that UNRWA employees and facilities were connected to Hamas and other terrorist organizations; UNRWA rejects agency-wide ties.
