Israel Keeps October 7 Terrorists Outside Proposed Gaza Strike Halt

Jerusalem conveyed the position as Washington's Board of Peace continued discussions over a Gaza disarmament roadmap. Prime Minister Benjamin Netanyahu said Israel will not withdraw until Hamas is genuinely disarmed. The IDF separately denied that its rules of engagement in Gaza had changed.
