U.S. Sanctions Hamas Finance Network and Two France-Based Charities

The United States imposed sanctions on October 2 on a Hamas financing network and two France-based charities, Association Baraka and Ensemble C Mieux. Treasury designated Gaza-based Saleem Abdallah Saleem al-Zaq, France-based Faouzi Barika and Amel Oualid, and both organizations. Treasury says the network collected more than $2 million during 2020–2026, including $1.5 million after Hamas’s October 7, 2023 attack on Israel, and transferred funds through money services businesses and cryptocurrency wallets. The sanctions block designated parties’ property under U.S. jurisdiction and generally prohibit covered U.S. transactions.
