Freedom of Information Requests Rise 21% as Ministries Miss Disclosure Duties

Israel's Government Freedom of Information Unit recorded 16,896 requests to ministries in 2025, up 21% from 13,954 in 2024. The Justice Ministry rejected the highest share of requests, 45.2%, while the Health Ministry was declared in violation 45 times and the Transportation Ministry 22 times; 82% of complaints involved missed statutory deadlines. Thirty ministries and auxiliary units, 35% of those required, did not publish their 2024 annual report as legally required. Courts ruled for petitioners in 88% of cases against state authorities and ordered more than NIS 1.18 million in costs.
