Mediator Says Hamas Offered Full Disarmament for 10-to-15-Year Truce

Palestinian-American mediator Bishara Bahbah said Hamas submitted a proposal about three weeks ago offering to surrender all weapons, stop manufacturing and smuggling arms, abandon its tunnel network and halt military activity under a 10-to-15-year ceasefire. He said he personally delivered the plan to White House officials. Bahbah said Israeli officials regard the offer as insufficient because they remain unconvinced Hamas would irreversibly dismantle its military infrastructure before an international stabilization force deploys and Israeli forces withdraw. Separately published accounts confirm Hamas has agreed to disarm within the broader Gaza framework, while Israel has not formally endorsed the new agreement.
