IRGC Adviser Says Iran Is Shifting to Operations Beyond Its Borders

IRGC commander adviser Mohammad Reza Naghdi said Iran is moving from a defensive military doctrine toward an offensive one and preparing forces to operate beyond its borders. He said commanders have been instructed to use hybrid warfare combining military, diplomatic, economic, social and media capabilities. Naghdi described the recent war against Israel and the United States as a practical test of the adversaries' capabilities, and claimed Iran is producing ballistic missiles and drones faster than it uses them. The assertions were made in an interview with Iranian state television and were not independently verified.
